Caroline Quijada Caroline Quijada
Caroline Quijada is an expert in family planning/reproductive health with particular focus on private sector initiatives. She has over 18 years of experience designing, implementing, and managing health projects domestically and overseas.

At Abt Associates, Quijada has managed a broad portfolio of global, bilateral, and regional programs that focus on both public and private sector initiatives. She was deputy director on Abt’s Private Sector Partnerships One project as well as managed Abt’s role on the West Africa regional reproductive health project, AWARE-RH. Ms. Quijada has global experience having worked throughout Africa, Asia, and Latin America.
 
Her technical expertise includes public-private partnerships, contraceptive security, total market initiatives, provider networks and franchises, quality improvement, and market-based approaches with an emphasis on the base of the pyramid populations. Quijada is deputy director for the Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project, USAID’s flagship private sector program. In this role she is responsible for providing the vision and strategic direction for both core and field support programs and ensuring that the project is responsive to and serves the needs of mission and bureau clients.  
 
Quijada received an M.H.S. with a concentration in Population and Family Health Sciences from Johns Hopkins School of Hygiene and Public Health and a B.A. in English Language and Literature from the University of Maryland.
