Elizabeth Macgregor-Skinner is a Principal Associate with Abt Associates. She oversees bilateral contracts for health sector reform with USAID in the Republic of Georgia, Peru, and Haiti. She also leads Abt’s technical portfolio for non-communicable disease and oversees Abt’s Healthy Heart Africa Project for Heart Disease in Kenya. Prior to this role, she was the Director of the 4th Sector Health Project, a five-year USAID Project that developed public-private partnerships and facilitated South-to-South exchanges for health in Latin America and the Caribbean
Ms. Macgregor-Skinner has more than twenty years’ experience spanning technical and management roles in government, nongovernmental organizations, and private sector organizations. She is experienced in engaging the private sector to deliver public health solutions, messages, and products as well as mobilizing corporate resources through public-private partnerships in Africa, Asia, and Latin America. She has worked extensively in a number of health priorities including Health Systems Strengthening, Reproductive Health, HIV/AIDS, Maternal and Child Health and non-communicable disease.
Prior to joining Abt Associates, Ms. Macgregor-Skinner worked with USAID’s Bureau for Global Health, PSI, and L’Oreal.
Ms. Macgregor-Skinner has an M.B.A. in International Business from Thunderbird School of Global Management and a B.B.A. in Finance from the University of Georgia.
