Heather Hammer is the head of the Data Science, Surveys, and Enabling Technologies’ health group. She has more than 30 years of experience in survey, evaluation, social science, legal, and public health research design and management.

Hammer has designed, directed, or consulted on more than 80 research projects for public and private sector clients. These include numerous projects for federal agencies including the Centers for Disease Control and Prevention, Veterans Administration, Centers for Medicare & Medicaid Services, as well as more than a dozen studies funded by the National Institutes of Health and the National Institute for Justice.

Prior to joining Abt, Hammer was the senior study director at Temple University’s Institute for Survey Research in Philadelphia, where she specialized in health, violence, and criminal justice survey and evaluation research with low income, minority, and youth respondents.

Hammer began her professional career as faculty in the Sociology Department at the University of Hawaii in Honolulu, where she taught statistics, survey methods, and evaluation research methods for 12 years and designed and directed numerous surveys, evaluations and statistical studies.

Hammer has provided expert trial testimony in Connecticut, Pennsylvania, Maryland, and Hawaii. She has also published in top tier academic journals, including the American Journal of Sociology, the American Sociological Review, the American Statistician, and the American Journal of Transplantation.

Hammer holds three degrees from the University of Alberta, Canada: a Ph.D. in sociology, and an M.A. and B.A. Honors in political science. She was also a visiting scholar at the University of Michigan ICPSR Summer Program in Quantitative Methods.
