Terry Moore Terry Moore
Terry Moore serves as vice president of Health Policy at Abt Associates. Since joining Abt in 1995, she has directed numerous large-scale initiatives for the Centers for Medicare & Medicaid Services, including the Development, Maintenance and Support of Hospital Clinical Quality Measures for the ARRA HITECH project, where she provided technical and managerial direction to a large team of clinicians, measure developers and data analysts who developed multiple e-Measures for national implementation in Meaningful Use Stages 2 and 3.

Moore currently manages business development, strategy and a broad portfolio of federal, state and privately funded health services research projects and an interdisciplinary team of health services researchers. She also is a 2017 Fellow for Social Research Policy and Practice Section at the Gerontological Society of America.
Moore’s work focuses on long-term and post-acute care quality, state and federal public reporting initiatives, health service delivery, patient assessment and quality improvement/quality measurement. Her population-focused work addresses vulnerable populations such as elders with chronic conditions and persons with disabilities, and her research spans various clinical settings, including hospitals, home health agencies and nursing homes.

Moore holds a Bachelor of Science in Nursing from the University of Vermont and a master’s degree in Public Health from the University of Pittsburgh.
