MassHealth DSRIP Technical Assistance Program
The purpose of this Request for Proposals (RFP) is to identify qualified technical assistance (TA) vendors to participate in the Payment Reform Technical Assistance Program (MassHealth TA Program). Abt Associates, as a contractor for MassHealth, invites organizations with relevant experience and expertise to apply to become a partner in the provision of TA to Accountable Care Organizations (ACOs) and Community Partners (CPs) contracted with the Massachusetts Executive Office of Health and Human Services to provide care and services for MassHealth members. Abt intends to award multiple Master Agreements to qualified organizations, depending on their organizational capacity, area(s) of expertise, geographic coverage, capacity to engage in an expanded menu of interventions, and responsiveness to overall RFP requirements.
Bidders are welcome to submit more than one technical proposal if they have experience and would like to be considered for providing TA under the following domains:

Modification 01 and Q&A
Abt Associates, on behalf of MassHealth, is issuing Modification 01 for Request for Proposals RFP-DHE-FY2018-24761-001, Participate and Provide Services through the MassHealth TA Program. This modification updates the proposal submission deadline to Monday, April 9, 2018, and provides additional clarification for the requested marketing materials and for evaluation of past performance.

The purpose of the RFP is to solicit proposals to provide technical assistance (TA) services in support of the MassHealth DSRIP TA Program for Accountable Care Organizations (ACOs) and Community Partners (CPs). The RFP was originally issued on Monday, February 26, 2018, with a deadline for proposal submission of Monday, March 26, 2018. The modification document describes the revisions made in the RFP, and these revisions are highlighted in the updated RFP. Please refer to the updated RFP for the procurement schedule and all proposal instructions.
Abt Associates and MassHealth would like to highlight that the evaluation criteria specific to Bidders’ past performance now includes demonstrated previous or ongoing experience providing culturally competent TA that addresses the social, cultural, linguistic, and overall access needs of persons from diverse backgrounds and/or with complex needs. Abt Associates and MassHealth would also like to issue clarification that they are seeking bids from small community-based organizations (CBO), and that it is acceptable for CBOs to partner with other CBOs or larger organizations if that makes the bidding process more manageable.
The questions and answers (Q&A) regarding the RFP have also been released. Potential bidders have a second opportunity to ask questions. Please submit any new, additional questions to by Friday, March 16.
Bidders who have not yet submitted an Intent to Bid form (Attachment A of the RFP) are asked to please submit the form by Tuesday, March 20.
