Abt Associates: Bold thinkers driving real-world impact
For 15 years, Abt Associates implemented the USAID–funded ZdravReform, ZdravPlus and ZdravPlus II projects in Central Asia. The three "Zdrav" projects supported health service delivery improvements in priority programs including maternal and child health (MCH), family planning and cardiovascular disease, as well as comprehensive health system and financing reform. Through an approach linking service delivery improvements and health reform, both sustainable reform and improvements in health outcomes were achieved. These efforts have been documented in a new video detailing the projects’ accomplishments in Kyrgyzstan.
A health systems strengthening approach using a step–by–step implementation process to reform the post–Soviet health system and institutionalize improvement has produced results beyond all expectations in Kyrgyzstan, according to Abt Associates’ Sheila O’Dougherty, Chief of Party for the Zdrav projects from 1998–2009 and the current USAID Quality Health Care Project. "The work of the series of Zdrav projects has realized impacts that extend outside of the health sector as health reform has contributed to improved governance, general public finance reform and building a civil society," she said.

Abt Associates implemented the Zdrav projects in Kyrgyzstan for USAID from 1994 to 2009. During that time, significant results were achieved, including reduction of patient financial burden, especially for the poorest 40% of the population, significant reduction in all categories of patient expenditures for patients making informal payment, and increased utilization of primary health care and hospital care.
Abt’s work in Central Asia continues under the USAID Quality Health Care Project which focuses on improving the prevention, diagnosis and treatment, as well as the quality of services for MCH, TB, HIV/AIDS and cardiovascular disease, which represents the largest burden of disease in all Central Asian countries. These improvements are being made within a health system strengthening framework and build on USAID's previous accomplishments in these priority program areas.
