As part of its activities to pro mote relationships between adult education and other agencies at the state and local levels, the U.S. Department of Education (DOE) funded Abt Associates to conduct a demonstration project to test models for interagency coordination and strategic planning. The demonstration involved six states (Arizona, Florida, Georgia, Maryland, Missouri, and Washington) and 12 local adult basic education programs and their partners. A focus of the project was the development of coordinated services between adult basic education and One-Stop Career Center providers. Through a series of workshops and site visits over a three-year period, Abt assisted states in implementing research-based processes for developing state partnerships and implementing pilot projects to test local practices for transitioning adults to further education and employment. Abt collected and analyzed pilot sites’ outcome data as an initial evaluation of local practices. Abt also prepared a guide for state leaders and a final analytical report. The models and findings from the AECAP project have been used in subsequent DOE-funded projects.
