Abt Associates: Bold thinkers driving real-world impact
The Even Start Family Literacy Program, sponsored by the U.S. Department of Education, provided family literacy services to low-income families, including early childhood education, parenting education, parent-child literacy activities, and adult education. Previous studies of Even Start showed that the program did not result in better literacy outcomes for program participants than non-participants.
Abt Associates conducted a study of this alternative using a cluster randomized controlled trial design to learn whether research-based, literacy-focused early childhood education and parenting education curricula were more effective than the existing Even Start Program model. The study found statistically positive impacts on instructional supports for literacy, child social competence and parenting skills, but found no impacts on child language development or early literacy outcomes. The findings provided valuable information to Congress in considering the reauthorization of the Even Start legislation.
