Under subcontract to ACKCO, Abt Associates conducted a comprehensive evaluation of two programs aimed at increasing the supply of safe, decent, affordable housing for American Indians and Alaskan Native families. HUD’s goal for the first of these evaluations was to learn the extent to which the Indian Housing Block Grant (IHBG) program was meeting its housing expansion objective. To this end, Abt conducted in-depth interviews with tribal housing staff and IHGB beneficiaries and collected and analyzed program data. Findings not only informed HUD about IHBG’s fulfillment of its obligation, but also about how to improve the design and management of the program. The second evaluation, focusing on the Title VI financing assistance program for tribal populations, assessed this program’s effectiveness and efficiency through site visits, telephone interviews with program recipients and lenders, and an analysis of administrative records.
