What has home been like for disaster victims residing in FEMA’s alternative post-disaster housing? Abt Associates conducted an in-depth evaluation for the U.S. Department of Housing and Urban Development (HUD) to learn the answer to this question. The study, which is part of a wider evaluation of FEMA’s Alternative Housing Pilot Program (AHPP), is examining quality of life outcomes for people living in new kinds of post-disaster housing units developed locally by recipients of the AHPP grants in Alabama, Lousiana, Mississippi and Texas. The AHPP houses were not only designed to meet the post-disaster needs of residents displaced by the hurricanes of 2005 but also to serve as potential alternatives to FEMA trailers following future disasters. The five-year study is providing valuable information on the quality-of-life outcomes of families that moved into AHPP housing and on how the program has been implemented across the four states.
