Abt Associates: Bold thinkers driving real-world impact
Are schools and districts being adequately reimbursed by the Federal government for the breakfasts and lunches they serve students? This was a question asked by the U.S. Department of Agriculture’s Food and Nutrition Service (FNS) in the early 1990s and answered by Abt Associates in a 1994 study. The question was addressed again in the mid- 2000s in a second study that Abt completed in 2008. In both studies, Abt researchers gathered data on meal production costs and calculated the average cost for a school lunch and breakfast. The most recent study included a nationally representative sample of 120 school food authorities and 356 schools. The research results provided FNS a comprehensive picture of the operations of the National School Lunch and School Breakfast Programs to ensure proper reimbursement rates to schools and districts.
