The Housing Choice Voucher (HCV) program, which dates from the 1970s, is the federal government’s largest low-income housing assistance program, providing rental assistance to more than two million households. Abt Associates is conducting a multi-year study of administrative fees in the HCV program with the goal of creating a new formula for allocating fees. The new formula is to be based on actual costs of running a high-performing HCV program. The study, for the U.S. Department of Housing and Urban Development, involves collecting cost data on administrative tasks using a time-and-motion methodology at up to 60 public housing agencies across the country.
