The County Data Records Project involves the acquisition of current land parcel data from 127 Neighborhood Stabilization Program-supported counties and the assessment of the feasibility of developing an ongoing national parcel database. Presently these data are maintained under the jurisdiction of local assessors and exist in very disparate formats. Abt Associates, in partnership with Fairview Industries and Smart Data Strategies, is performing this assessment for the U.S. Department of Housing and Urban Development (HUD).
The Abt team has worked with HUD to obtain data from all of the selected counties and standardized selected parcel-level attributes across all of the acquired datasets. Abt is also assessing the costs and benefits of periodically acquiring data for these jurisdictions over the long term, as well as the costs and benefits of acquiring data for all U.S. jurisdictions. As a pilot test project, the study will help HUD understand the challenges and opportunities for developing datasets of this type.
