Abt Associates: Bold thinkers driving real-world impact
More than half of adult males arrested in five U.S. cities and counties for crimes ranging from misdemeanors to felonies tested positive for at least one illegal drug. An increasing number are testing positive for opiates such as heroin, according to the latest 2013 Arrestee Drug Abuse Monitoring report (ADAM II) conducted by Abt Associates for the Office of National Drug Control Policy (ONDCP).
The five cities surveyed were: Atlanta, Chicago, Denver, New York, and Sacramento, Calif.
Among the findings of the report:
In each of the five U.S. counties included in the program, data were collected from adult male arrestees, through voluntary interviews and drug tests, within 48 hours of arrest. The program interviews all arrestees in each county in the program, not just those who are arrested on drug changes.
The 20-minute interview covers topics such as arrests, housing status, treatment experiences, drug use and participation in drug markets. Unlike other surveys, ADAM II uses urinalysis to test arrestees for the presence of a number of substances such as: marijuana, cocaine, opiates, amphetamines/methamphetamine, oxycodone, buprenorphine, PCP, benzodiazepines, methadone, and barbiturates. ADAM II does not test for alcohol.
“This report provides critical insights for national and local law enforcement, communities and policymakers on drug use patterns and helps to direct resources and treatment programs appropriately,” said Dana Hunt, principal scientist with Abt and the report’s lead author. “ADAM II captures data not found in other surveys, and helps us examine how drug-use patterns, drug markets, and trends vary considerably from region to region.”
ADAM II has collected data since 2007 under the auspices of ONDCP, continuing a program begun by the National Institute of Justice with Abt in 2000.
