Ethiopia has been working toward increasing access to and quality of health care since 1998 when the Ethiopian government adopted a new health care financing strategy, which includes a range of reforms designed to improve health care access, quality, and utilization.
Under the strategy, for example, public hospitals and health centers are allowed to retain and use their internally generated revenue. Previously, government-owned health facilities were required to send their revenues to the federal and regional treasuries and were left without adequate funding to cover operational costs such as essential medicines, equipment, and utilities.
